One of the key charging principles laid down in directive 2012/34/EU states that access charges “shall be set at the cost that is directly incurred as a result of operating the train”. The modalities for the calculation of direct costs have been defined by regulation 2015/909 adopted on 12 June 2015. Based on the French experience, the presentation will insist, in particular, on the methodological challenges associated with the estimation of direct costs and the design of the corresponding access charges.
