Infrastructure managers in the EU have been obliged to set infrastructure charges at the costs directly incurred by the train service. The speaker will present the main provisions of an EU implementing regulation on the modalities to calculate such costs. Mark-ups are only allowed if a market segment that can pay its direct costs is not excluded from the use of the infrastructure. EU rules on how to construct and apply market segments should facilitate the implementation of this rule. Devitations of planned costs and actual costs and the adjustment calculation parameters during multi-annual schemes are present further challenges to infrastructure managers and regulatory bodies.
